The District Board of Trustees (Board) of Madison Area Technical College (Madison College), a thriving institution serving more than 27,000 students (unduplicated headcount) in southcentral Wisconsin, invites nominations and applications for the position of President. The President will serve as the chief executive officer of the institution, responsible to the Board for the overall administration of all college functions. Madison College seeks a dynamic, innovative student and results-oriented President with exceptional professional, educational, and personal values and standards.

EXECUTIVE SUMMARY

Madison College is a publicly supported, technical, and comprehensive community college dedicated to providing accessible, high-quality education and hands-on technical and career training. Madison College offers an extensive array of affordable and high-impact learning opportunities, including two-year associate degrees, liberal arts transfer, two-year technical diplomas, one-year technical diplomas, certificates, early college programs, developmental education, continuing and professional education, customized training, and more in fields aligned with the needs of the diverse communities in its district and the workforce needs in the region.

With total expenditures of $169,762,100 (Fiscal Year 202425 general fund operating budget), Madison College serves a district that includes part or all 12 counties. It offers instruction through three campuses in Madison and regional campuses in Fort Atkinson, Portage, Reedsburg, and Watertown. The College operates independently as part of the Wisconsin Technical College System (WTCS), a network of 16 colleges throughout the state.

The President reports directly to the Board, composed of nine members (two employee members, two employer members, one school district administrator, one elected official, and three members at large). The Board is appointed by a committee that consists of the Chairperson of each of the 12 counties in the district. District Board Trustees are appointed for staggered three-year terms with a Chairperson, Vice Chairperson, Secretary, and Treasurer elected annually. Representation on the Board is apportioned throughout the district as set forth in section 38.108, paragraph 2 of Wisconsin statutes.

The President directly supervises the Provost, the Executive Vice Presidents of Administration and Finance, Student Affairs, Human Resources, and the Chief Strategy Officer; the Vice President of Culture and Climate; and the Director of Strategic Communications. All other employees ultimately report to the President via a system of delegated responsibility.

Madison College has retained Gold Hill Associates, a national community college executive search firm, to assist in the recruitment of the new President. ABOUT MADISON COLLEGE

From modest beginnings in 1912, when 63 young students crammed into a single room above a fire station to take the area's first "vocational" classes, Madison College has evolved to provide associate degrees, transfer opportunities, technical diplomas, and certificates in more than 190 programs.

An annual survey of Madison College graduates consistently reports that more than 92 percent of the college's graduates find jobs within six months. Of those, 91 percent stay in Wisconsin, and 74 percent are employed in the district.

Madison College's student population is 36 percent minority, and it is an emerging Hispanic-serving institution. More than 18 percent of Madison College employees identify as belonging to a minority population.

Madison College is accredited by the Higher Learning Commission (HLC) and is part of the Open Pathway for maintaining its accreditation with HLC. It follows a 10-year cycle focused on quality assurance and institutional improvement.

Madison College employs 445 full-time and 860 part-time faculty, many of whom hold advanced degrees. The college also employs 725 full and part-time staff. In sum, Madison College employs over 2,700 people who are united in the college's mission, vision, and values.

ABOUT THE MADISON COLLEGE DISTRICT

Madison College serves all or part of 12 counties in southcentral Wisconsin, including Columbia, Dane, Jefferson, Marquette and Sauk. It also serves portions of Adams, Dodge, Green, Iowa, Juneau, Richland and Rock counties. It covers approximately 4,300 square miles. Included in this service area are 223 municipalities and 40 K12 school districts. ABOUT THE WISCONSIN TECHNICAL COLLEGE SYSTEM (WTCS)

In 1911, Wisconsin created the modern technical colleges system by becoming the first state to establish a system of state support called "Vocational, Technical, Adult Education of Wisconsin." In the late 1960s, Wisconsin legislators incorporated 16 statewide community college districts into a single network. The goal of the Wisconsin Technical College System (WTCS) was to help the state's geographically isolated technical colleges to share ideas and resources.

Today, the WTCS offers more than 500 programs awarding two-year associate degrees, one and two-year technical diplomas, short-term technical diplomas, and certificates. The System is the major provider of customized instruction and technical assistance for Wisconsin employers. More than 270,000 people enroll at a technical college each year.

Critical Leadership Requirements and Specific Responsibilities

The President is responsible for broad leadership and direction, day-to-day governance, policy development and the assignment and delegation of authority. These duties are based on Madison College's mission and vision; its values of excellence, respect, belonging and integrity; and the Board's key performance indicators. The President will foster a culture of inclusion and belonging, continuous learning and improvement. They will also guide the institution to achieve successful management, academic, financial, student, planning, governance and community outcomes. The President must appropriately represent, promote and connect Madison College to all its diverse communities.
  • Continue to shape a vision and lead the implementation of the strategic plan that advances the college's overall mission and goals, in collaboration with students, faculty, staff and the community.
  • Continuously evaluate, improve, merge or eliminate academic and support programs to ensure student success and alignment with district, higher education, and state workforce needs.
  • Foster a culture that emphasizes achieving results and encourages accountability in meeting diverse goals, whether academic, financial, operational, service-oriented, or related to other measures of success.
  • Focus on student achievement, persistence, and completion with a student-centered approach.
  • Demonstrate a passion and commitment to individual student success and the student body by seeking and maintaining open and frequent communication and interactions with student-led organizations, including the Student Senate.
  • Continuously assess, understand, and respond to community and business needs.
  • To advance the college's interests, establish and sustain relationships with community-based organizations, key government agencies, and officials at the local, county, district, state, tribal, and federal levels.
  • Continue to foster strong ties to the region's K12 districts and guide the development of innovative programming opportunities to strengthen linkages with school leaders, college counselors, and K12 students.
  • Manage Madison College's financial resources by leading the development and administration of the annual operating and capital budgets in compliance with the Board's directives.
  • Ensure sound business practices and systems, encourage effective human resource policies, and oversee resource allocations and operations to improve performance in all key sectors.
  • Focus on enrollment management, with particular attention to access and retention.
  • Support faculty and staff development and advancement opportunities.

Qualifications and Experience
  • Must possess a master's degree. An earned doctorate from an accredited academic institution is preferred.
  • A minimum of 10 years of progressively responsible and relevant experience in postsecondary education leadership and management is required.
  • Career progression that demonstrates a commitment to the field of higher education, as evidenced through experience at a senior management level in a postsecondary educational institution.
  • The equivalent of four years of full-time postsecondary education teaching, counseling, or instructional-related supervision is preferred.
  • Leadership style that includes the ability and willingness to work collegially in an environment of shared governance and collective bargaining, in alignment with Madison College values.
  • The vision, desire, and ability to collaborate with district and state partners to achieve economic and workforce goals by providing training and education that responds to current industry need and future demand.
  • Possess the management experience, ability, and interpersonal skills to lead a large multicampus college.
  • Ability to manage large complex budgets.
  • Prior successful experience and strong interest in raising public and/or private funds.
  • Exceptional verbal and written communication skills necessary to inspire and motivate others.
  • Represent the institution effectively to its many constituencies, such as the governor, legislature, Wisconsin Technical College System, tribal governments, and in the communities that Madison College serves.
  • The ability to work effectively in a collaborative manner with the Board and the entire Madison College structure, community leaders across the State, representatives of a broad array of local, county, district, regional and state agencies and organizations, private sector representatives and the leadership of the other higher education institutions across Wisconsin.
  • A demonstrated commitment to support and enhance a climate and culture of inclusion and belonging.
