Job Description:

Madison College has received a five-year, multi-million-dollar Economic Development Administration grant and is looking for a part-time, Grant Financial Analyst. This role involves managing, processing, and maintaining all financial records, payments, and reporting related to the grant. Candidates should have a solid understanding of budgeting and accounting principles, as well as federal grant budgeting regulations. The ability to quickly learn college systems and procedures to ensure compliance with institutional policies is essential.

The Grant Financial Analyst will provide technical assistance to the Principal Investigator(s) and Project Coordinator to ensure adherence to funder regulations. Additionally, this position will serve as the main contact for verifying the allowability of expenditures and will be responsible for ensuring compliance with federal regulations.

This is a Part-Time (20 hours per week) hourly position. With supervisor approval, work hours are generally flexible within the hours of 7:30 am to 5:00 pm, M-F. This position has an option for 100% remote work (remote equipment package will be provided). While preference will be given to those candidates residing in the state of Wisconsin, we are open to consideration of other domestic locations.

This is a grant-funded, limited term position through September 30, 2029.

This position will be opened until filled, with a first review date of October 16, 2024, at 11:59 pm. After this date, the recruitment may close without further notice. Responsibilities Include:
  • Works with PI(s) and Project Coordinator to monitor expenditures, establish and maintain financial records, and establish a calendar of activities and reporting deadlines; ensures that expenditures are compliant with federal regulations. Provides monthly financial data to PI(s) and subawardees.
  • Provide ad hoc budget scenarios, such as forecasting to facilitate an evaluation about return on investment and the cost to sustain the project after the conclusion of the grant.
  • Work with PI(s), Coordinator, and Budget Analysts to facilitate budget revisions to match award amount and project deliverables.
  • Assist PIs and budget managers with identifying and troubleshooting internal process or operational flows that may be contributing to inaccuracies in budget to actuals information hosted by the finance system.
  • Work closely with Grant Accounting to process payments and deposits in Workday.
  • Works between departments (Grants & Special Projects, Grants Accounting, Finance, etc.) to support clear and effective communication and processes.
  • Work with PI and budget manager to facilitate subaward budget revisions to match award and project deliverables.


Knowledge, Skills & Abilities:
  • Skill in communicating effectively, both orally and in writing.
  • Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities.
  • Knowledge of accounting principles and strong understanding of cash-basis and accrual accounting practices.
  • Ability to follow and interpret laws and regulations, executive orders, OMB 2 CFR 200 Uniform Guidance) and other regulations as it relates to the administration of federal grants. Knowledge of federal cost principles and awareness of expenditures and changes requiring prior approval. Ability to educate others about how this information impacts grant implementation. Ability to interpret state statutes and other regulations as it relates to administering grants through the Wisconsin Technical College system.
  • Ability to monitor large multi-million-dollar budgets using spreadsheets and file such information through on-line submission systems.
  • Ability to analyze problems, identify alternative solutions, project impacts of proposed actions and implement recommendations in support of goals.
  • Competitive candidates will have experience with and are responsible for keeping thorough records of financial decisions and facilitate audit-ready operations.


Minimum Qualifications:

Bachelor's Degree and three (3) years' of relevant experience, or an Associates and five (5) years'.
