Job Description:
The Patrol Sergeant is responsible for management of campus peace officers and community service officers associated with patrol operations, and administrative functions such as schedules, approval of officers' reports and other legal documentation and performance appraisals. The position effectively leads, coaches, mentors, teaches and provides guidance to employees that work in a stressful environment associated with the 24/7 year-round law enforcement patrol operations. Patrol Sergeants manage patrol field operations, respond in a supervisory capacity to police and service calls and act as both supervisors and first responders for the wide variety of emergency calls for service received through the DPS Emergency Communications Center or the Onondaga County 911 Center. Patrol Sergeants engage in and lead proactive community policing efforts, supervise and initiate investigations into incidents and enforcement NYS laws and SU rules and regulations. The position provides first line lead supervision and management under a chain of command at crime scenes and/or unusual occurrences and works to ensure effective initial investigations and outcomes.

Responsibilities:
  • Provides direction to officers on scene and evaluates decisions regarding citations of violations of Syracuse University rules and regulations, including the University Student Code of Conduct, and violations of the NYS Penal Law.
  • Actively engages in innovative problem-solving techniques and procedural justice practices with the community by demonstrating fairness, transparency and impartiality in decision making.
  • Takes command of critical incident scenes when arriving as the ranking officer.
  • Oversees and/or secures and prepares evidence for trials or other judicial proceedings.
  • Authorizes the utilization of vehicle emergency equipment by patrol officers responding to emergency calls for service.
  • Conducts quality control inspections of officers' reports and other legal documentation. Ensures completeness and accuracy.
  • Conducts roll calls and inspections of assigned officers and equipment.
  • Assists and effectively communicates with the Patrol Commander in squad management duties including staff deployment strategies.
  • Provides guidance and ensures policies and procedures are adhered to.
  • Encourages and assigns officers to various duties and functions to further departmental goals, philosophies and strategies.
  • Plans specific priorities, assigns officers specific duties and tasks to accomplish these priorities and ensures positive outcomes.
  • Ensures assigned personnel properly use and maintain all equipment, and promptly reports any damage thereto. Coordinates formal and informal training and ensures personnel properly perform their duties.
  • Assists and effectively communicates with the Patrol Commander in squad management duties including staff deployment strategies.
  • Provides guidance and ensures policies and procedures are adhered to.
  • Encourages and assigns officers to various duties and functions to further departmental goals, philosophies and strategies.
  • Plans specific priorities, assigns officers specific duties and tasks to accomplish these priorities and ensures positive outcomes.

  • Meets and works with community members, community groups, employees and other agencies to identify problems and develop lasting solutions through appropriate community-oriented practices and initiatives. Serves on various Department/University committees as assigned.
  • Demonstrates sensitivity to the needs, feelings, and ideas of others to maximize the potential of all members in the organization.
  • Acts as a coach for officers and facilitates a thorough analysis of information to develop effective and timely responses to community problems.
  • Performs performance reviews, mentors and coaches.
  • Makes recommendations for promotions or terminations.
  • Provides ethical leadership and behavior and upholds standards by setting an example, promoting the vision, mission, and goals of Syracuse University and the Department of Public Safety.
  • Provides constructive opportunities for improvement; aligns goals with the mission and vision of the University and the Department.
  • Meets regularly with direct reports to discuss opportunities, challenges and solutions.
  • Exercises independent judgment in performance of duties.
  • Possesses excellent interpersonal communications skills, and the ability to write and speak concisely, clearly, and effectively.
  • Performs patrol administrative duties as required.
  • May supervise several other officers not normally assigned to shift during special events or emergency operations.
  • Employs a systematic problem-solving process to arrive at logical decisions based upon the information available, and makes proper assignment of personnel and resources effectively.
  • Bases decisions on relevant social and environmental factors.
  • Establishes an appropriate course of action to accomplish Department goals.
  • Controls and/or oversees the control of individuals or groups by using reasonable force and, when necessary, by using appropriate equipment, tactics and skills authorized by the department.
  • Other duties as assigned.
