POSITION SUMMARY
Under the general direction of the Accounting Manager, the Accountant II position involves the application of accounting principles and practices to the resolution of a variety of accounting functions and/or problems in Accounting Services. The Accountant II is responsible for financial reports and statements and/or analysis requiring in-depth understanding and interpretation in the application of Generally Accepted Accounting Principles (GAAP) and compliance reporting requirements. The Accountant II works independently, applies well-developed knowledge, and exercises judgment and initiative including the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
- Responsible for the analysis of accounts (identify abnormal balances for corrective action, program code variance analysis and GAAP analytics, etc.). Reconcile and analyze general ledger accounts within appropriate guidelines.
- Maintains accurate and complete accounting records and interprets financial reports and statements.
- Audits records and processes, identifies problem areas, and recommends corrective and preventive action for assigned areas.
- Provides feedback when planning and coordinating financial audits and other fiscal control procedures.
- Provides senior level staff support to ensure GAAP assignments are accurate and completed in a timely manner.
- Examine financial documents for completeness, accuracy and conformance with established policies and procedures and general accounting standards. Perform cost and budget transfers as directed or needed in accordance with policy. Monitors expenditures for appropriateness and fund availability.
- Assists the Accounts Payable Team Lead and General Accounting team. Provides backfill support for team vacancies and leaves. Provides oversight of activity related to financial and compliance audits and provides excellent customer service to fund managers, development and stewardship staff and the donors while ensuring reports are accurate, timely and understandable.
- Communicates and/or composes correspondence regarding accounting matters.
- Provides consultive services to campus staff and administrators in implementing recommended changes in accounting systems or procedures and in solving accounting problems. Assures that assigned accounting reporting systems and procedures are in compliance with established administrative policies and procedures and acceptable accounting standards. Updates procedures as necessary in collaboration with the AP Team Lead and Accounting Manager.
- Recommend policy and procedural changes with generally accepted accounting standards, GASB regulations and tax rules. Participates in the review, design, and implementation of accounting system and upgrades. Works closely with systems analysts to improve campus financial systems.
- Attends accounting related workshops to stay updated on current policy and procedures. Relates new information back to management and staff.
- Participates in campus-wide training, workshops and conferences. Participation can include planning the event, creation of training material, presenting power point presentation, public speaking and instructional presentations.
- Provides training, guidance and assistance to other Accounting staff.
- Participate in monthly, quarterly and year-end accounting close processes, including journal preparation and entry, analysis, evaluation and interpretation of financial data. Communicate with other departments as required to obtain needed information. Analyze complex accounting processes involving multiple feeder systems and provide recommendations for problem solving as appropriate. Prepare year-end journal entries and audit work papers.
- Assist with the preparation and analysis of financial statements throughout the year for the University auxiliary organizations.
OTHER FUNCTIONS
- Promotes and maintains an atmosphere of excellent internal and external customer service within the accounting department.
- Assists in other areas of Corporation Accounting as needed.
- Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
- Advanced knowledge of generally accepted accounting principles and practices, office methods and procedures, statistical and arithmetic presentation of data.
- Proficiency in Windows-based office suite applications and advanced financial software.
- Expertise in governmental and/or non-profit accounting methods and related laws, rules, and regulations. Demonstrated ability to lead, train, and provide guidance to junior accounting staff.
- Ability to read, analyze, and interpret complex financial reports, legal documents, and technical journals.
- Strong communication skills, including the ability to respond effectively to inquiries or complaints from customers, regulatory agencies, or members of the business community, and to present financial information to various audiences.
- Skilled in applying accounting principles to analyze and resolve complex accounting problems.
- Expertise in interpreting accounting data and preparing clear, accurate financial statements and reports.
- Experience with designing, implementing, and maintaining accounting systems and procedures.
- Strong problem-solving skills, including the ability to identify and implement solutions to complex accounting challenges.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Capacity to effectively collaborate with University and auxiliaries' staff, faculty, students, and external constituent groups while serving as a high-level individual contributor.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
- Equivalent to a Bachelor's degree with a major in accounting, business administration, economics, finance, public administration, or a closely related field and three years of responsible professional accounting experience.
- Equivalent to a graduate degree in a related field may be substituted for one year off the required experience.
DESIRABLE QUALIFICATIONS
- Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
- Experience in an educational or governmental environment is preferred. Familiarity with Government Accounting Standards is desirable. Experience with automated accounting systems, e.g., PeopleSoft Finance and experience with query tools such as Crystal.
- Possesses strong time management skills and ability to set/adjust priorities in a deadline-oriented environment.
- Candidates should be self-motivated, driven and focused on continuous learning and improvement.
- Ability to effectively communicate information both verbally and in writing, in a clear, concise and professional manner.
- Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy.

The hourly hiring range for this position is $34 - $37. Classification: Grade 5, Staff. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act.
