ABOUT THE POSITION Under the direction of the Vice President, Academic Affairs, and in collaboration with the office of the Vice President/Workforce and Economic Development, the Dean, Applied Technology and Culinary Arts provides administrative supervision and oversight for Applied Technology and Culinary Arts (ATCA) instructional programs and continually researches the viability of new programs and their implementation.

Duties
DISTINGUISHING CHARATCARISTICSThe Dean will ensure appropriate involvement of school and college staff in the development of policies, procedures, and programs. This includes leadership, supervision, planning, implementation, and coordination in collaboration with faculty, staff, students, college committees, advisory committees, and the community. The goal is to align instructional goals and delivery systems with student learning outcomes, industry needs, and college objectives. Additionally, the Dean leads efforts in teaching excellence and student success, while overseeing the continuous improvement of ATCA programs. The Dean also manages projects in the School of Applied Technology and Culinary Arts, including collaboration with Workforce and Economic Development on initiatives and grants that support student success. As a member of the administrative team, the Dean will work effectively and sensitively with individuals at all levels of the college.
REPRESENTATIVE DUTIES
- Provides campus leadership and coordination in support of career, technical and emerging occupational education programs and services, in consort with relevant workforce development programs as appropriate.
- Conducts needs analysis, market surveys and other research to identify viable and sustainable courses, programs and majors not currently offered and works collaboratively with deans, department heads, faculty and other relevant staff or external agencies to introduce quality programs into the curriculum.
- In consultation with the Vice President, Academic Affairs, oversees and participates in the improvement of instructional processes for full and part-time ATCA faculty.
- In consultation with the Vice President, Academic Affairs and ATCA department heads, responds to student and community concerns and inquiries.
- Advises the Vice President, Academic Affairs of short-term and long-term impacts of new program offerings and strategies to leverage economic and workforce development grants and projects as appropriate.
- Provides a liaison between Academic Affairs and College Advancement/Economic Development and provides for optimal integration and alignment of economic and workforce development programs.
- Researches the necessary skills needed for emerging job classifications which are prominent throughout the campus service area.
- Works with and establishes partnerships with regional trade associations, economic development agencies, business/industry to identify emerging skills and hiring trends.
- Accesses internal resources such as industry clusters established through Workforce and Economic Development and partnerships, and works collaboratively with relevant programs and faculty to develop partnerships and linkages with business, industry, and community in the procurement of internship and other opportunities.
- With the input of industry partners, supports and promotes curriculum development by faculty to respond to student, community, and workforce needs, including use of learning outcomes at the course and programmatic level, and the assessment of said outcomes.
- Develops and maintains relationships with four-year colleges and universities, K-12, regional occupational education institutions, and appropriate community-based organizations related to ATCA.
- Supervises ATCA related grants as appropriate.
- Works closely with Workforce and Economic Development to coordinate the procurement and distribution of grant funds, prepare grant applications, budgets and reports for local, state and federal grant supported programs.
- Plans and administers program budget and expenditures of ATCA and new programs as required. Prepares and submits all related financial reports for ATCA related funds in a timely manner.
- Provides leadership to faculty and managers regarding new occupational program approvals.
- Serves on College committees as assigned.
- Assists ATCA faculty in the development of advisory committees, provides guidance in working with advisory committees and attends advisory committee meetings, ensuring that each career/technical program has an active advisory committee that meets regularly to provide input concerning program design and implementation.
- Assists in the promotion and marketing of the college image and ATCA instructional programs in the college service area.
- Serves on regional organizations, committees and boards related to the planning and coordination of ATCA programs at LBCC and maintain proactive liaison to promote College programs and services, provide input related to industry needs and oversee/coordinate the ongoing assessment of the viability of LBCC programs.
- Assists with the institutional accreditation process and accreditation processes for individual ATCA programs.
- Maintains an understanding of current ideas, research and practices to pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations.
- Facilitates and enhances governance processes/relationship(s) and understands and supports the role of faculty in participatory governance.
- Performs other related duties as assigned.
SUPERVISORY RELATIONSHIPS
This position reports to the Vice President, Academic Affairs and evaluates assigned staff.
PERSONNELResponsible for effectively recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; administering collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.
Qualifications
MINIMUM QUALIFICATIONS:
Possession of a master's degree; AND One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; ANDEvidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
- Five or more years of demonstrated progressively responsible experience in developing, implementing and/or managing ATCA programs and/or new programs in a college or university.
- Degree in a Career and Technical Education discipline or related area.
- Experience in linking educational programs and services to the economic and workforce development needs of business and industry.
- At least three years of higher education teaching in one or more of the areas to which the Dean position is assigned.
- Experience using data, surveys and student/community feedback to provide input for new and existing curriculum.
- Ability to meet deadlines.
- Ability to plan and establish structures, systems, and processes to reach goals and objectives.
- Successful experience acquiring program or institutional resources and facilitating partnerships between local and regional business and industry groups and the campus community.
- Successful experience related to the administrative assignment, including: strategic planning and decision making; staffing, evaluation, and supervision; and developing and managing budgets.
- Experienced leadership in program development and working with industry to secure resources.
- Knowledge of Career and Technical Education national and state public policy.
- Adult learning theory and learning styles
LICENSE AND/OR CERTIFICATE:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy
