Primary Purpose of Organization Unit:
Under the supervision of the Assistant Vice Chancellor for Facilities, Facilities Management comprises of two departments - Operations and Maintenance as Facilities Planning, Design and Construction. The primary mission is delivering required services, financial oversight and providing a liaison with appropriate Federal, State and local agencies on matters related to planning, constructing, operating and maintaining the physical campus environment. Facilities Management strives to provide a safe, clean, accessible and attractive environment which enhances the abilities of academic and administrative departments to provide a personalized education experience.

Primary Purpose of Position:
This position is designated as Exempt from the Human Resources Act (EHRA)

This position assists the Director of Operations and Maintenance in administering the department's operational and fiscal activities. Represents the Facilities Management Department in respective areas for the University in these projects. This position is responsible for assisting in the managing of departmental budgets for the respective shops for campus-wide maintenance and repairs while answering to the Facilities Operations Director for all expenditures. This work is inclusive of all Academic Facilities, Student Housing Facilities as it relates to the health and sanitation of interior spaces within 55 facilities, 300 acres of campus grounds property and campus event setups. This position is generally responsible for hiring, training, disciplining, and conducting performance management and competency assessments for all direct reports. Work supervised includes custodial services, grounds landscaping and event venue setups and assistance with design of facility components requiring the application and management of skills in planning, problem-solving, attention to detail, teamwork, communication and adherence to safety. Position may be required to possess and maintain certification, license, educational level, and/or experience criteria as applicable to the tasks being performed or supervised and follow applicable building codes.

Job Description:
This position manages the division of Grounds, Housekeeping and Event Set-Ups and Labor for the Division of Facilities Operations and Maintenance. Position oversees all technical services provided by staff, organize and plan work, supervise the work and career development of staff, manages the facilities budget, and participates in strategic planning. Interview prospective employees that are recommended by Human Resources/supervisors to determine appropriate qualification, then make recommendation for hire to the director. Coordinate with supervisors the estimates for materials, equipment and supplies. Assist with decision relative to repair/replacement of equipment. Prepare cost estimates and draw working plans for small renovations and repair projects. Schedule, assign, and inspect small renovations and repair projects. Channel all university requirement standards existing facilities information through Planning, Design and Construction to designers and ensure that it is incorporated into design. Review plans, specifications and other documents to ensure compliance with university parameters, state criteria and comment. Inspect the work to ensure compliance with university standards and procedures, plans and specifications, good workmanship and accepted construction practices. Obtain supporting work by in-house forces or by separate small contractors are necessary to supplement or facilitate work by contractors. Take actions to mesh repair work with university operations and to prevent interference with academic and other university activities. Establish communications and ensure continuity of effective interfaces with university users, designers, contractors and external agencies. Work to ensure that Operations budgets and completions schedule are managed to obtain maximum benefit without exceeding funding or extending project schedule. Receive pay request applications from service providers, check for accuracy then process for approval for payment. With project closeout ensure that Physical Plant staff receive all needed training information and special materials necessary for operation and maintenance of the building. Other Duties: Attend meetings; this includes daily departmental and weekly administration meetings. Attend training workshops conducted by Human Resources Department and external contractors. These sessions includes supervisor training, workman compensation, policy and procedures, sexual harassment and safety.

This position is Mandatory Personnel: Employee whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.

Management Preference:
Specialized training and/or certifications in appropriate field. Seven - ten years of progressive experience in facility & grounds operations with five - seven years of supervisory experience overseeing maintenance related activities such as custodial services and grounds as well as event setup activities. Knowledge of OSHA regulations, life safety standards, etc. Excellent decision-making skills. Excellent communication skills.
