Job Summary

The Capture and Proposal Development Manager is responsible for defining and overseeing key bid, proposal, and capture activities in support of LASP's strategic plan. The position is critical to accelerating the growth of the lab's space research opportunities through the management and oversight of capture teams and proposal efforts, from conception through award, and overseeing customer relationship development and management activities. LASP is a world-renowned space science research institute at the University of Colorado Boulder. LASP is one of the top space science research institutes in the country employing approximately 500 scientists, engineers, support personnel, and students. The University of Colorado receives more NASA funding than any public university in the country, due in large part to LASP programs. Professional engineers work closely with scientists and assembly technicians in designing and building space flight hardware while helping mentor students as entry-level engineers working on these programs. What Your Key Responsibilities Will Be

  • Generate and identify new business opportunities by understanding existing lab capabilities and areas of scientific and technical growth.
  • Develop capture strategies and identify resources required to pursue proposals, including establishing infrastructure requirements and plans.
  • Relationship management with relevant government agencies and industry representatives.
  • Engages with customers and lab community to solidify and enhance relationships and competitive positioning of LASP.
  • Develops and implements proposal strategies, including research, planning, pricing, teaming, competitive positioning, and risk assessment.
  • Ensures quality and compliance of proposals and customer interactions.
  • Participates in dynamic workload balancing with LASP personnel, including projections of needs and prioritization decisions.
  • Manages all capture and proposal activities and processes throughout development, submission, and selection, including scheduling and reviews.
  • Evaluate and track government and industry trends to provide actionable recommendations and determine likely areas for growth and expansion.
  • Collaborates across LASP to encourage and foster compelling ideas and concepts that further the Lab's goals and strategies.

  • This position may travel occasionally as needed (10 - 15%).


What We Can Offer

  • Salary range: $152,594.54 - $198,482.82.
  • Relocation assistance, up to the equivalent of one month's salary, may be available within institute guidelines.

What We Require

  • B.A./B.S. Degree in relevant technical field.
  • 10 years of aerospace industry experience with three to five years of proposal management and business development experience.



What You Will Need

  • Must have federal government contracting acquisition and proposal processes knowledge, and experience with large proposal efforts.
  • Proven ability to work under pressure, delivering high quality work consistently against tight deadlines.
  • Understanding of the various types of contracts (e.g., Single versus Multi-Award, IDIQ, CPFF. FFP, Incentive Fee, etc.)
  • Effective communication skills, both written and verbal, stress articulating and writing effectively.
  • Proficient in Microsoft Office tools including Project, Word, Excel, and PowerPoint.
  • Ability to work independently to identify, structure and articulate a winning approach for solicitation responses.
