Job Summary
I&R Business Services at CU Boulder encourages applications for an Utility Accountant! This position supports Utility and Energy Services with utility billing, monthly journal entry preparation and financial oversight of utility information; assisting in developing, implementing, evaluating, and monitoring departmental budgets, financial information, and management reports for Cogen/Will Vill, Civil Utilities, Raw Water, and Solid Waste. The role will analyze complex utility meter data for reconciliation; assist with campus utility consumption estimates, projections, and forecasting; complete general accounts payable duties; and serve in a backup capacity to the Transportation Accountant.

Who We Are
The I&R Office is responsible for an annual operating budget of $112 million. Areas of responsibility include long-range capital planning, architecture, design and construction, the operation and maintenance of all campus facilities and utilities, transportation services, workplace accident prevention and the creation of a safe working environment for campus employees, environmental health and safety, campus logistics, and efforts around sustainability and resiliency.
Beyond creating a safe and secure environment at CU Boulder, the department is embarking on several projects that are key to the strategic vision of the campus including: crafting a clear and comprehensive framework and methodology for campus master planning, developing strategies and tactics to improve campus sustainability and resiliency, and dynamically working within the campus and with our community partners to positively impact humanity.
What Your Key Responsibilities Will Be
- Compile utility data to calculate, record, and issue all utility billings to campus and other utility consumers using utility software. Determine setup and creation of new utility accounts, and meters, and revisions to existing utility accounts, and meters, using utility software. Monitor utility consumption and identify trends and problems. Calculate estimated consumption when utility data is not available. Respond to customer inquiries and resolve issues.
- Monthly financial statement preparation and analysis against the annual budgets for utility speedtypes. Review reports with program managers and identify, investigate, and resolve unusual balances and transactions. Prepare and enter monthly PeopleSoft journal entries for utility information, expense corrections, and accruals.
- In collaboration with the program managers, develop the annual operating and capital budgets, and provide financial support for the Cogen/Will Vill, Solid Waste, Civil Utilities and Raw Water programs, including operating and capital renewal and replacement. Monitor utility rates for compliance with University and Federal cost accounting rules. Maintain depreciation schedules for fixed assets.
- Create, monitor, and approve procurement and Accounts Payable documents. Assist Utility and Energy Services staff with utility software questions, financial procedures and University rules and regulations. Ensure that clearing accounts are reconciled monthly and outstanding items are addressed in a timely manner. Investigate and resolve utility financial issues using University financial software.
- Train with Transportation Accountant and serve as backup, developing an understanding of all procedures associated with monthly billing and uploads.
What You Should Know
- This position will have in-person training, and will operate in a hybrid format after training has concluded. This role must be able to come to the office when needed.
- This position's expected work schedule is Monday - Friday during regular business hours.
What We Can Offer
The salary range for this position is $57,120 - $65,000 annually.

What We Require
- Bachelor's degree in accounting, finance, or related field. Full-time related experience may be substituted for the degree on a year-for-year basis.
- One year of professional accounting experience.
