The Office of Information Security (OIS) administratively reports in to ISC and provides security tools, services and guidance to all of Penn's 25+ IT departments. In addition to this campus-wide role, OIS includes a two person team, led by this position, that is responsible for managing information security for ISC. In addition, there is a security operations team that is part of OIS that is responsible for managing incident response and alert review for ISC and several other IT departments as part of a program known as Penn SecureIT.

Job Description

Job Responsibilities
  • Develop and manage the internal ISC Information Security program.
  • Lead the development of security standards, policies, guidelines, processes, best practices, and architecture to enhance the security of ISC's information assets.
  • Provide visible leadership in development and delivery of security education to the ISC community on security policies and best practices.
  • Facilitate and monitor the delivery of ISC services and systems to ensure compliance with established security guidelines and policies.
  • Conduct studies, internally, and monitor developments, externally, to ensure currency with industry standards.
  • Coordinate with other members of the ISC Office of Information Security and the Penn SecureIT operations team; develop options and recommend approaches to ISC units for the prevention of, and response to, security related vulnerabilities and incidents.
  • Coordinate response to ISC security incidents following established policies and procedures.
  • Participate in the planning and implementation of security administration goals and deliverables for ISC's information Security unit.
  • Collaborate with relevant stakeholders within ISC and from Penn schools and centers to enhance the effectiveness of ISC's security and privacy practices.
  • Lead efforts to identify the tools and procedures to enhance the effectiveness and productivity of the ISC Security program.
  • Coordinate the timely interaction with external and internal auditors on security issues.
  • Work on multiple, complex initiatives as a project leader and subject matter expert. Report on trends, results, strategies to the University Chief Information Security Officer.
  • Coach and direct more junior staff.


Qualifications
  • Bachelor of Computer Science, Information Systems, or other related field and 5 to 7 years of related experience in IT Security or equivalent combination of education and experience is required.
  • 5-7 years of progressive experience in information security, cybersecurity, or IT roles.
  • Demonstrated experience in developing, implementing, and managing security policies, standards, and procedures.
  • Experience deploying cyber security tools and procedures.
  • Experience writing IT policies and procedures in complex environments.
  • Familiarity with modern IT environments including cloud, identity, network, operating system, endpoint and security tools.
  • Familiarity with information security regulations and IT practices in higher education.
  • Experience with information security frameworks, especially NIST 800-171, 800-53, CMMC, NIST Cybersecurity Framework, ISO27001 or similar.
  • Must have strong project management skills.
  • Must be able to work independently as well as part of a team and effectively lead and collaborate with others.
  • Ability to navigate competing priorities and find win-win solutions.
  • Strong interpersonal, communication and conflict resolution skills, strategic planning in complex environments

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
