Job Description Summary


Cuesta College is seeking a dynamic HR professional to join our team. The selected candidate will support various Human Resources functions, as outlined in the representative duties below, and will take the lead on the college's benefits administration program. This position is primarily based at the San Luis Obispo Campus, with occasional support needed at the North County Campus in Paso Robles.

DEFINITION

Under the general supervision of the Assistant Director, Human Resources, independently performs a broad range of complex, diverse, technical, analytical and confidential duties related to all academic and classified Human Resources functions and technical duties related to recruitment, negotiations, employee benefits; performs duties related to administering the District's collective bargaining agreements, insurance programs, retirement systems, voluntary investments; and interprets and assures compliance with federal and state regulations and guidelines.

DISTINGUISHING CHARACTERISTICS

Incumbents serving at this advanced level have, in the regular course of duties, access to, and may possess information relating to employer/employee relations, extensive contact with the public and staff. Incumbents are expected to perform duties that require knowledge of district policies, rules, regulations, collective bargaining contract provisions, Education Code, retirement programs, ACA, negotiated agreements, knowledge of the organizational structure related to recruitment, and employee benefits and have the ability to always maintain confidentiality.

This level is expected to be able to perform varied and complex assignments independently and without detailed guidance or instructions, have the ability to make and support decisions, and be a main point of contact for such areas as recruitment, worker's comp, health and welfare benefits, leaves, retirement, academic and classified contract agreements and routine Human Resources tasks.

Essential Functions & Qualifications


REPRESENTATIVE DUTIES:

  • Perform a variety of complex technical duties related to the recruitment, selection, employment, compensation, and record maintenance of District personnel;
  • Interpret and assure compliance with State and Federal regulations and District policies and procedures;
  • Perform a variety of analytical research and processing related to compensation, salary placement, seniority, and various projects as assigned;
  • Provide benefits and worker's compensation information to employees including processing changes/data entry;
  • Process employee resignations and retirements through completion;
  • Perform benefits related tasks, including annual open enrollment planning, facilitation and processing of benefit related bills and wire transfers;
  • Perform complex technical duties preparing and processing a variety of confidential information including but not limited to evaluations, reclassifications, and job description analysis;
  • Process requisitions and purchase orders for expenditures; assist in the budget preparation and annual program review process;
  • Provide administrative support services and assist with various programs and activities of the Human Resources department including but not limited to investigations, reports, correspondence, and negotiations;
  • Provide information and documents related to collective bargaining;
  • Coordinate and schedule the recruitment/selection process for employment including processing forms, scheduling, advertisement, conducting reference checks, and creating and preparing applicant files;
  • Serve as equal employment opportunity representatives and ensure compliance with federal, state, District policies and equal employment opportunity guidelines;
  • Act as backup to HR Analyst to prepare personnel-related Board actions in accordance with established formats timelines; prepare, compile, and organize appropriate background materials;
  • Work with IT, Payroll, Fiscal Services and other departments in updates, testing, enhancement, and maintenance of HRIS system;
  • Establish and maintain positive staff and public working relations; provide information and answer questions from students, District personnel and the general public;
  • Communicate with District, county, state and public officials to exchange or gather information; compile, arrange and present information in written and oral form to assist with management decision making;
  • Perform other duties as assigned


QUALIFICATIONS

Education and Experience:

Required
  • Bachelor's degree from an accredited institution in Human Resources, Business Management, Business Administration, Public Administration or related field and two (2) years' experience in Human Resources, or;
  • Associate's degree from an accredited institution with at least five (5) years of increasingly responsible Human Resources experience.
  • A combination of education and experience will be considered



License and Certificates (current within the last year or must be continuously current):

Required
  • Possession of, or ability to obtain, a valid California Driver's License, upon hire


Preferred
  • Certification in one or more of the following: SHRM, Mediation, and/or Workplace Investigations



Knowledge of:
  • Principles, practices and techniques of human resources in a public agency setting, including recruitment and selection and equal employment opportunity; job analysis and classification; compensation analysis and administration; interpretation of laws, regulations, policies and procedures;
  • Methods, practices, terminology and procedures used in working with various employee groups of the college, and human resources administration;
  • State and Federal laws, codes and regulations concerning Human Resources and Benefits administration;
  • Inner workings of how HR, Payroll and Benefits works together;
  • Research methods, report writing and proof-reading techniques;
  • Technical aspects of processing new employees and maintenance of employee's files;
  • Interpersonal and telephone skills using tact, patience, courtesy and professionalism;
  • Recordkeeping techniques;
  • Educational payroll, retirement systems, group health plans and applicable laws and regulations;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation and database software;
  • District's organization, policies, procedures, and other applicable regulations;
  • Use of new or additional equipment brought about by new technology that may be incorporated in with the level of responsibility and complexity of the tasks required;
  • Mathematical computations with speed and accuracy; and
  • Data entry and retrieval techniques;


Ability to:
  • Conduct complex research projects on a wide variety of Human Resources topics;
  • Prepare clear and concise reports, correspondence, procedures and other written materials;
  • Interpret, explain, and ensure compliance with District policies and procedures, complex laws, codes, regulations, and ordinances;
  • Establish, maintain and foster positive and effective working relationships with those contacted in the performance of duties;
  • Ability to alphabetize and file accurately;
  • Understand scope of authority in making independent decisions;
  • Determine appropriate action within clearly defined guidelines;
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, organize own work, set priorities and meet critical deadlines;
  • Complete work with constant interruptions;
  • Operate modern office equipment including computer equipment and specialized software application programs;
  • Ability to analyze transcripts for required degrees, upper graduate level coursework and other related requirements;
  • Compose correspondence and written materials independently;
  • Maintain confidentiality of sensitive and privileged information;
  • Prepare and maintain a variety of manual and automated personnel files and records; and
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students as well as staff and students with physical and learning disabilities; and
  • Pass exam to drive District Golf Carts.


Physical ability to:
  • Read and comprehend printed matter, text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time, reach, push, pull; occasionally stoop, kneel, and bend;
  • Lift and/or carry up to 25 pounds; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

SALARY SCHEDULE Below is the full salary schedule range for this position, steps A through E. Per Cuesta College's policies, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $6,571 - $7,988 per month.
